Snopes doesn't have anything, that I could find, on this yet.
The Doc Sign looks real and appears to be sent by the "Blogger.com" official blog administration.
Blog posts can be made by email if a blog administrators' blog settings provide this access.
I'm adjusting this setting, though I haven't found it yet, to prevent posts by email.
